The Void-Born Old Gods of Chaos and the New Light of Law
Within the nothingness, the Void-Born old gods of Chaos existed with their codex. The New Light of Law uttered the words let there be light in the vacuum, and the war began. When light invaded, the domain of the Void-Born old gods of Chaos, the Shadowgate, was created. The Shadowgate was needed to keep the New Light of Law from invading more in-depth into the void. The Star Chamber had always existed to balance the Chaos and the Law.

History of the Tetragrammaton
Once you remove yourself from the mortal coil, there is a space between the Veil and Shadowgate. This space resides an established universal truth that both Good and Evil abide by, and it is known as the Tetragrammaton. At the center was the Star Chamber. In this space, ancient and powerful energies would gather to ensure that the universally understood laws were abided by. This hallowed natural ground is where both good and evil would do battle, within the cosmic laws.
Before recorded time, the Star Chamber existed within the Tetragrammaton. This space was well known and respected by all, even those in Shadowgate within the nothingness, deep within the void. A place that existed everywhere and nowhere at the same time.  Equal parts balanced the souls and entities that sat upon these benches. Rules exist, even for the Old Gods of Chaos and creatures from deep within Shadowgate. It is the laws that hold everything together. If there is a law, a code, a system is in place when the rules get broken. The Star Chamber traditionally put Order back into Chaos.
When the First Age War was in full swing, the Star Chamber wasn’t consulted. The Tetragrammaton Grand Wizard brought this to the Star Chamber’s attention when Darkness was overtaking the light, and the balance was broken. The Star Chamber gave the tools needed to get the order back into Chaos. For the first time, the Star Chamber now has a presence, currently being recorded. This is to ensure what transpired before, and the sacred, universally understood laws were broken, would never happen again. The cost was to seek out justices from where time was being recorded. This way, the rules, and lessons would be up-kept, as the punishment for the abhorrent behavior would not be pleasant for all.
Parts Of The Whole
The Starchamber is a three-tiered court system.
The Column (Chakra), consisting of Seven Tone-Arbiters
The Summoning Star (Body), consisting of Five Pulse-Arbiters
The Truth (Eye), consisting of Three Psionic-Arbiters
Council of Nine
There is a rogue faction within the Council. None wish to come out and report to the House of the Holy Rollers, but there’s an issue. Their reach goes far and wide into crucial guilds and houses. The rogue faction is known as the Council of Nine.
Ultimate power corrupts eventually, as the saying goes. The Council is no different as the corruption is set in at the highest level. Nobody knows who the members are; however, the Council’s will is known, as there’s a mark left behind, a black rose and two silver coins. Everyone that has seen this mark, their silence is guaranteed to avoid a similar fate.
Since the Arbiters have not received an official report, there are no facts for them to work from to find the truth. Some say this is a weakness within the Arbiters, that they only work in absolute and not the grays.
In the end, the Council was created to work in the areas that the Arbiters do not.

The Star Chamber
The Arbiters that remain, the Chakra, the Body, and the Eye, formed the Star Chamber. These members are not part of the court. These Arbiters act and spend their time outside their houses as agents of Justice. To bring a fairer degree of justice, the Arbiters scoured the lands from the different races to find the wise and far-seeing to add to their numbers to sit upon the benches in the Star Chamber and give council. In time they became Benchers, a name given as a title to those who became the justices called to the Star Chamber. The sacred space where the final word is handed down to the Arbitors where difficult and differing answers needed clear responses. Though the Arbiters have the power to rule all of the Realm on their own, they choose not to. The Arbiters operate on another code of ethics, which allows them to perform the way they do in The Realm.

The Final Word
Challenging the Council and the Arbiters can cost you fingers, toes, and your relatives. Your final card to play, to change your fate, will require you to request your case to be heard by The Star Chamber. Suppose you have decided to put it all on the line, to override The Council’s wishes, the Arbiter’s verdict, and wish to see if the fates are in their favor or not.
